ESR Team

Dr. Simon Willcock
Programme Director - NHS Electronic Staff Record

Simon was appointed as Programme Director in October 2007. He has been involved with ESR since December 2001, initially as Technical Project Manager, then later as Programme Manager.

Simon has over 15 years experience in IT project and programme management. Simon's recent experience has been leading large-scale international IT projects with Visa and Reuters.

Simon is responsible for the day-to-day project management of ESR and works very closely with consortium colleagues.


Paul Spooner
ESR Director of Operations - NHS Electronic Staff Record

Paul commenced as ESR Director of Operations in January 2009. In this role, Paul is responsible for Operations which in includes the team of Account Managers and for ensuring the benefits realisation of ESR is effectively managed.

Paul originally joined the ESR project in 2001, undertaking previous roles in solution design, change management and more recently, Head of Rollout.

Paul joined the NHS in 1992 and before joining the project, was Finance Manager within the South Yorkshire Strategic Health Authority.

Paul is a part-qualified CIMA accountant and in 2005, achieved an MBA from Hull University.


Lee Pacey
Head of Development - NHS Electronic Staff Record

As NHS Head of Development for the Electronic Staff Record, Lee is responsible for the NHS Development team and works closely with the McKesson-led consortium in the on-going development and maintenance of the ESR solution.

Lee has worked on the ESR programme since November 2001. Prior to that he worked locally in Human Resources in the NHS for nine years, his most recent appointments being at Doncaster and Bassetlaw NHS Trust. Lee graduated from Sheffield Business School (Business Studies). He also holds a Post Graduate Diploma in Human Resource Management and is a Member of the Chartered Institute of Personnel and Development. Lee is passionate about how improvements in IT can enhance NHS performance.
