ESR Mission and Values

ESR - World Class People Management for a 21 Century NHS –

Our Mission:


To ensure that ESR is regarded as the master workforce and learning management system for the NHS and the central source of workforce information from April 2009.

We will achieve this by:

• Supporting informed users taking responsibility for their use of the system

• Setting and achieving visible standards, e.g. in data quality and workforce benchmark reporting

• Working in partnership - ESR Users, the Department of Health, McKesson and the Welsh Assembly Group 
  working together to deliver recognised success

• Maintaining a high quality, fit for purpose solution and service

• Creating a sustainable team, proud of its culture of success and sound work/life balance.

Our Values:

Empower Staff and Managers to own and manage their data to improve workforce management and the experience of working in the NHS;

To ensure NHS service users have safer, more effective care from staff who are well managed, appropriately registered and whose skills and talents are developed and used;

Provide the public with improved value for money resulting from transparent and evidence based strategic workforce planning and more efficient and accountable use of public funds.


Composition of ESR

ESR comprises the following modules: 
 
Absence
ESR enables NHS organisations to monitor and manage the times when staff are away from work - including sickness, annual leave, special leave and maternity.  A wide range of reports allows absence to be monitored at individual, local, regional and national levels.  To find out more, click here

Core HR
The HR module is at the heart of ESR because it contains all the core employee information used by other components of the system.  It covers three situations: new joiners, changes and leavers.  To find out more, click here

Data Warehouse
ESR replaces the outdated, fragmented multiple technologies which are unable to provide accurate and consistent information about the NHS workforce as a whole.  Data from ESR is collated nationally in a computer system called the Data Warehouse.  To find out more, click here

Inter Authority Transfer
Inter Authority Transfer (IAT) is an automated process that removes the manual procedures associated with NHS Staff Transfer Forms and reduces the data entry needed following the appointment of staff from other NHS Trusts.  To find out more, click here

Interfaces
ESR provides interfaces that send information to and from other NHS organisations, external bodies and local systems.  To find out more, click here

Learning Management
The Oracle Learning Management (OLM) component of ESR enables comprehensive control over all activities associated with the training and development of NHS staff.  To find out more, click here

Local Reports
ESR can produce reports at a local level, drawing on information that is only relevant to a single NHS organisation.  There are over 250 reports built into ESR, but others can easily be designed and produced at a local, regional and national level using a tool called Discoverer.  To find out more, click here

Self-Service
ESR Self-Service capabilities allow any staff member to access the systems through a simple browser-based interface.  Elearning capabilities from the linked Oracle Learning Management module allow employees to access and play national or locally created elearning content.  To find out more, click here

Work Structures
Work Structures are the means by which ESR captures the hierarchy of an NHS body, from an entire Trust through directorates, departments and wards down to individual posts.  Information in  Work Structures supports other facilities in ESR.  To find out more, click here
