Vision
The ESR programme is an important building block within the modernisation programme outlined in the NHS plan (2000) and the NHS Improvement Plan (2004).
More specifically, the ambitious goals described for people management in the HR in the NHS plan will require an effective HR management system that is fully integrated and used consistently across the whole of the NHS.

It will reduce the need for double handling of information allowing skilled staff to be able to devote more of their time to manage services.’
The real power of the solution is the integration of data and processes, on a national scale. This means that employee data will need to be entered just once, but can then be used as part of any of the processes. All processes within ESR will be compliant with data protection principles.
The result is:
- Less duplication of effort and therefore significant time savings over existing methods
- Improved reliability of data
- Improvements to the consistency and quality of workforce reporting
The solution has been designed to be used by HR and Payroll functions with traditional accountabilities, but also to support devolved HR, employee and manager self service.
